  Dachuang Incident  

Though haircut decree was over, Rikavong centered from Dachuang (Shing Shiang) to maintain relationship with over 40 forty tribes ranging from Shing Shiang in the south, Feng Shaing in the north. 

In June 1888, indigenous man Liu Tien-wang of Dachuang (Chihshang) initiated riot with local residents and Pingpu natives to against the server land tax harshly collected by official Lei Fu-hai. The riot spread to Rikavong and Tamalakao in July. Six to seven thousand people gathered to burn the Puyuma government hall and attacked coast guards led commanded by General Chang for half month. The relief force sent by Liu Mingchuan and naval force led by Ting Ru-chang arrived and fired canon to attack Rikavong from the naval vessel and suppress Rikavong.

The cause of Dachuang Incident was abuse of indigenous people by corrupted local official and businessmen. The incident was so serious that even the Chihyuan and Jingyuan naval vessels were sent to suppress the riot.

Chang Chao-lien and Chen Chan, Commanding officer of the back hill, reported to me: Rikavong is ruling all tribes within the region with its fierceness. Though it has reconciled to us, it is killing members of other tribes. Last year, Rikavong warriors killed to people from Kasavakan and never submitted the murders. This May, Rikavong killed a few natives from Hashu Tribe natives who were carrying rice on the way back to the tribe. On June 25, it led over 700 indigenous people in Dachuang to kill civilians and official Lei Fu-hai. The rebels moved forward for over 10 miles, surrounded the government office, and attacked military base of Chang Chao-lien. Chang led 3 battalions over the range of 600 miles; the soldiers posted in Puyuma were less than 300. Under the sudden attack of the rebels, Chang requested backup from Taiwan government. The rebels had increased to over 4000 people, and killed over hundred civilians. Puyuma was 1300 miles away from the Taipei government hall, and the naval vessels could only arrive after 10 days. Li Ting-ming sent 3 battalions, and Tao Mao-seng led 2 battalions to relief the siege on land. On the 14th of month, Wan Kuo-ben arrived at the battlefield and fired canons, Li Ting-ming's force arrived too. Together they fought to rescue Chang Chao-lien.

Rikavong has claimed to be the Puyuma Emperor and has fierce warriors. Since I am at the early stage of reconciliation, Rikavong is still rebellious. The murder of Hashui Tribe natives could be deemed as independent incident, yet attack in Dachuang is certainly a long planned conspiracy. Chang Chao-lien had less than 300 soldiers, yet he was able to uphold the base for 17 days with limited food and water. Wan Kuo-ben fought the frontline, and joined by Li Ting-ming later. I have assigned Wu Hong-lo to lead a team of 2400 soldiers destroying Rikavong along with Wan Kuo-ben, Li Ting-ming, and Chang Chao-lien. I have also assigned Chen Chan to be in charge of refugees. I will update the progress as soon as I have new information.

 

Liu Ming-chuan 'Conquer the back hill and grand victory

On the 12th of the month, Wan Kuo-ben, Li Ting-ming, Chang Chao-lien attacked Rikavong from three directions. The forces conquered the bamboo woods with over 40 casualties. On the 25th of the month, Wan Kuo-ben and Li Ting-ming attacked from the right and left side, Chang Chao-lien guarded the back road of Puyuma to protect the armory and food. Li Ting-ming's army was attacked by Rikavong, and had killed the rebels and captured some weapons. In the evening of August 1, Wan Kuo-ben fired rockets and burned over hundreds houses. Wan Kuo-ben and Li Ting-ming's army entered Rikavong and was fiercely resisted by the rebels. Seven rebels and over 60 soldiers died in the battle. Other tribes of Dachuang came to aid the rebels. Chang Chao-lien ordered his army to intercept along the creek. On the 4th of the month, Wu Hong-lo led his army to Puyuma and fought along with Chang Chao-lien. The rebels hid in the bamboo woods and attacked the army led by Wu Hong-lo. Wu was almost injured yet was able to defeat the rebels. Naval vessels Chihyuna and Chingyuan led by Ting Ru-chang arrived Taiwan on July 25. I ordered the naval vessels transporting weapons to Tainan and Taipei. Taken into consideration of the dangerous location of Rikavong on the back hill, I ordered Ting Ru-chang to fire canons at the hilltop. The only road to the hill was through Silubanban Tribe, yet 5 stone chambers were built along the road. TingRu-chang and Wu Hong-lo decided to intercept the backup force and occupy the bamboo woods. On August 14, Ting Ru-chang fired canons, and all forced attacked the stone chambers. However, the rebels hid in the bamboo woods and killed a number of soldiers. After meeting with all the forces, Wu Hong-lo selected 300 warriors and claimed handsome reward. On 15th of the month, Ting Ru-chang mass bombed the rebels and the soldiers fought bravely, and occupied 5 stone chambers, and killed a number of rebels. Over 2000 rebels from other tribes escaped to Rikavong. Wan Kuo-ben led his force to the hilltop, Li Ting-ming led his force to the upper hill, and Wu Hong-lo led his force to foothill. Despite the poor condition, the soldiers were in high spirit. On 16th of the month, Li Ting-ming, Wen Kuo-ben, and Ting Ru-chang attacked from the side and Wu Hong-lo attacked from the back. After the bloody battle, over hundred rebels died and the rest escaped Rikavong, Tamalakao surrendered as well. 

Before we conquered Rikavong, the rebels were fear of the government armies and attacked us in Siyou, Shihge, Shuiwei, and Hwalien. I ordered Wang Ting-kai and Li, Desheng lead a canon team to Hualien. A rebel named Chen Chong-shian gathered over 200 people attacking the government office in Shuiwei, and later went to Hualien to incite other tribes. He was captured by Li De-sheng. On August 4th, over thousands of Dachuang rebels intended to take back Liyu Hill. Li De-sheng defended bravely and killed tenths of rebels. On 26th of the month, over 2000 rebels attacked Shihge and Huanlien. Wang Ting-kai fired canons at the rebels, Li De-sheng launched attacked, Chen De-yi attacked from the back, and indigenous people of Nanshih assisted in the attacked. Two Chiefs were captured, and 31 rebels were killed.

Based on my investigation, Rikavong's force occupied the back hill, and was dare to raise a riot against the government and kill the officials. They attacked the government armies from the north, but with the aid from tribes from Nanshih and Hualien, we were able to defeat the rebels. The rebels resisted for over 10 days, and had over 300 casualties before the defeat. The commanders were very courage in the battle. I would recommend Ting Ru-chang and Wu Hong-lo for first-class badge, Wan Kuo-ben and Chang Chao-lien for title of Chian-fang, Chang Chao-lien for title of Warrior, Li Ting-ming for noble mandarin jacket, Deng Shih-chang for the position of Regional Safety Controller, Yeh Chu-gui for the position of Major, Li Wang-you for the position of Lieutenant Long Bing-gai and Hsu Shue-ren for Lieutenant with priority promotion, Lin Wen-he for the position of Sergeant,, Liu Si-sheng, Lan Feng-chun, Wan Kuo-biao, Li Chong-yu, Li De-sheng, Wang Ting-kai for the position of Warrant Officer with priority to promotion, Sung Wo for the position of County Office with priority to promotion, Bi Bao-ying and Deng Bing-nan for resuming the original positions, and soldiers died in battle for rewards. I have issued 250000 grams of silver to refugees of Puyuma for consolation. 

Respond from the Emperor on September 26: Rikavong led rebels to resist government officials and kill soldiers, and deserved punishment. Li Ming-chuan led his armies to defeat the rebels and killed over hundred rebels, and shall be rewarded. 
All people contributed to the battle are rewarded as follows: Ting Ru-chang and Wu Hong-lo for first-class badge, Wan Kuo-ben and Chang Chao-lien for title of Chian-fang, Chang Chao-lien for title of Warrior, Li Ting-ming for noble mandarin jacket, Deng Shih-chang for the position of Regional Safety Controller, Yeh Chu-gui for the position of Major, Li Wang-you for the position of Lieutenant Long Bing-gai and Hsu Shue-ren for Lieutenant with priority promotion, Lin Wen-he for the position of Sergeant,, Liu Si-sheng, Lan Feng-chun, Wan Kuo-biao, Li Chong-yu, Li De-sheng, Wang Ting-kai for the position of Warrant Officer with priority to promotion, Sung Wo for the position of County Office with priority to promotion, Bi Bao-ying and Deng Bing-nan for resuming the original positions, and soldiers died in battle for compensation.
