of Shihu Domicile-affair office, now had retired.
Wu Chi-Chun:Being born in the R.O.C Yr 23th,
69 years old, the ex-chief of the Tong-Liao Community, the master of folk
art(mold of flour-statue).

I-Rou¡GWhat's the change and development of Shihu political districts? |

Yung-Chuan¡GWe had the Tithing System when being ruled by
Japan . There was one person called "Pao-cheng", who was
the chief of a community . The government assigned rich and influential
persons to be the Pao-chengs who had a great power. The Pao-cheng
also was an arbitrator who dealt with the local disputation. He
could make those supervisors satisfied and the local citizens' life
easier if he was powerful enough. The members of policemen were
only 2-3 at that time.
 
¡@¡@When being ruled by Japan, the government set chou, prefecture,
street, village, town and tithing under the general government,
and Chang-hwa, Nan-tou, Tai-chung counties belonged to Tai-chung
Chou. Shihu was governed by "Tai-chung Chou Yan-lin Prefecture
Shihu village", and the power of a chief of a prefect was greater
than the county magistrate nowadays. When they were proceeding a
tour of inspection ,it's just like the emperor going out for a patrol
then.In 1938, Shihu was promoted to be the Shihu street,then being
governed by "Tai-chung County Yan-lin District Shihu Town"
after the restoration. In 1950, the politcal districts were regulated.

was a slang said that "Make friends with officers would make
you poor; make friends with ghost would make you dead; make friends
with cattle-traders would make you run out of your rice." It
means that when you make friends with government officers, you always
have to treat them well to make you poor, when you make friends
with ghost, it's definitly no good, when you make friends with cattle-traders,
they will earn money from you. Speaking to cattles, it was important
at the time of agricultural society, so there were cattle-markets
to trade cattles. There were also many groceries going around and
selling many things for daily lives. |

Hsiu-Mei¡GWhat's the situation of the development of "downtown"
and the prosperity of Tai-ping Street? |

"downtown" was divided into four districts at the age
of being ruled by Japan. After the restoration the First-one was
changed into Kwang-ping , and the "Second-one" changed
into Ping-ho, the "Third-one" changed into Tai-ping, the
"Forth-one" changed into Kwang-hwa.

¡@¡@ The Tai-ping Street had been a poor street, but after the restoration,
the entertainment businesses emerged to make it prosperous. There
were two cinemas (Shihu and Tai-shan), restaurants, brothels, taverns
and so on. It became a no-night city. Some stores didn't close till
daybreak.
   
¡@¡@More than 60 years ago, the "Middle Street" had another
activity called "Street-top fights with Street-tail".
Because the Hsi-kung (technicians of linking the iron, who came
from Japan to instruct the Taiwanese) went to the street to entertain
but always quarreled and fought frequently. They decided to compete
by the way of bustling after negotiations. Both of them have to
set their performance-squad out to peform to compare once for every
year. It was so cheerful when the activity was held once after the
restoration but never continued again. |

Hsiao-Ying¡GWhere did the name of "Ding-liao" come from? |

Chi-Chun¡GThe Ding-liao sites at the north of the downtown
but not belonged to downtown. Some people said that the word of
"Liao" means our ancestors built huts on the mountain.
At the age of being ruled by Japan, the Ding-liao was divided into
two districts, but after the restoration, these two districts were
named Tong-liao and Hsi-liao ."Hsia-liao" includes Ta-tu,
Pei-shih, Tien-chung nowadays. |

Kuan-Hua¡GThe Shihu Fire-fighting Squad |

Fire-fighting Squad is kind of present voluntary firemen. It began
at the age of being ruled by Japan and was organized by Taiwanese.
All the members were volunteers. What did they got? Just got some
cups of free alcohol. When any place got fire then, there would
be someone driving fire fighting truck circling around the town
with the bell ringing to inform their squad members. When they rushed
to the spot, they fought fire with basin carring water because the
fire-fighting truck had only one pump by hand. At that time men
were less, so the photos you saw were women trained to put off fire
in case of being bombed by America. |

Mei-Ching¡GWhen did you begin the mold of flour-statue? |

Chi-Chun¡GForty years ago, I was 30 years old. I met a man
who came from Tang-shan by luck, then I learned the mold of flour-statue
from him. At first, just for fun, but later, I got interest in it
more and more, and I would not expect that I could have such a great achievement
now. I have had many interviews with TV. stations, even the Central
T.V.S of Mainland China. Besides, there were many offices of newspapers
and magazines interviewing me. I also went to Japan, Holland to perform.
The Shihu Cultrure Studio has helped finding place to get ready
for display for me. By the way, the flour-statue could be eaten
once, but for the reason of helath, nobody dares to eat it, so we
add some antiseptic into the material to make the mold flour-statues
to be preserved fovever and become artistic works. |

Kuan-Hua¡GWhat's the situation of the foundation fo Shihu Elementary
School? |

Yung-Chuan¡GIn 1933, I was the first grade in Shihu Primary
School whose location was at the former Telecommunications Bureau
with a rank of classrooms, and the Shihu Primary School of the time
was being built. There were only a rank of bamboo houses, so the
students of the 4th, 5th, 6th grades had to go to the west-south
side of school to carry soil for filling the ground then starting
to plant Chieh-tong trees which have been more than 70 years.

¡@¡@Our school had been a piece of land full with bamboos, and there
were many graves where were dug out many bones. They collected all
the bones to the Wan-chiu Temple on the opposite of school, and
so make Wan-chiu Temple properous. At the primal time, the school
place was desolate, and no one dared to pass by at every night.
Some rumors were said that bamboos would play joke with people,
moreover the graves made everyone frightened. But now it is hard
to image the former scene again.

that time Japanese education was very serious. They taught severely
and students dared not express their own opinions. Taiwanese not
only were afraid of Japanese but also respected them. They used
the ways of military discipline to teach students and to rule Taiwanese.¡C |
